Kindle not recognizing new bank account

I have been away from Amazon for years, but my book remains on Kindle. I am trying to enter new bank account information, current information, for the payments to be directed. When I enter the information, I receive a message that the new bank account is not receiving payments (Well, I just entered it) and I am not allowed to save the bank info.

Hopefully someone can reply and tell me how to delete the old bank account and make the new one effective.

It should be very easy on your account. You can contact customer service below at 'Contact Us' and ask them to help.
