That's very strange, as normally you don't get check payments until they've tipped over the 100 dollar mark. I'd suggest that you make sure that A'zon has your correct bank details as a first step.
With regard to the other $17, would the sales have come in the following calendar month? Don't forget that you get paid a month at a time, and always 60 days after that month has finished. (So, for example, you'll get your September royalties/kenp at the end of November.)
If you are going to get payments by Check from Amazon as a Writer, then everything goes wrong. It is either the Check take a very long time to be made (a $100 threshold applies) or it does not arrive at your home address at all. This gets scary if your country is not listed by Amazon to receive direct deposits.
The solution is to get a form of a US bank account from a company called Payoneer which will enable you to be get paid electronically by Amazon and any US company. The payment takes 2 days to arrive and it is free. You get your money without any complication and can withdraw via any MasterCard ATM in your country. You can also use the card given by Payoneer to buy things online. This is what many people from countries whose banks can not receive direct deposits from Amazon are using, including my humble self.
