If the identical ad began at about the time all those ad credits were handed out (and the timing seems right), the older ad was activated when bids were still reasonable and got impressions. Impressions currently (especially on display ads) are as rare as lepidopteran bicuspids, unless you want to bump the bid to ridiculous levels.
This all should, shortly, get back to some flavor of normal. I hope.

I'm not sure what you're asking. If your original campaign accidentally had a bid of $1, e.g., it would certainly get a lot of impressions.
Do also realize that AMS ad dashboard data is seriously delayed. For almost any new campaign, any data you get back in the entire first week is forgettable and not useful in basing any opinions on. (Unless you've got runaway clicks, something I've never heard about.)
