Yeah, KDP, thanks a lot for taking more than a year to introduce a feature that CreateSpace has offered for at least seven years!
Proof copies have been available for a month or two to selected publishers. You apparently have been added to that group. But bulk discounted copies, such as CreateSpace has always provided, are not yet in the pipeline. Perhaps toward the end of 2018?
(Don't trust KDP to publish a print edition. Don't trust CreateSpace to publish an ebook.)

It is not yet generally available. This is the answer I received from KDP today when I asked them this question.
"Author copies are a beta feature we’re testing with randomly selected publishers. We're working to make it more widely available.
As you know, we are still working on this "Author copy" implementation for all KDP publishers. This is now not made available for all our publishers as there may be many practical difficulties which we may not be aware of until implementation, since it is a beta version and we will rectify all those practical difficulties faced by these selected publishers ( for this feature ) and launch the feature completely (for all KDP users) without any major issues on this sooner. This way, all our publishers will not have to face all these difficulties on the initial phase of launching this feature.
Rest assured that this feature will be made available for all our authors/publishers using KDP and I will escalate your concern to our business team to expedite this process.
Meanwhile, what I would recommend is to change the list price of the paperback book ( to Minimum List Price ) and order the copies that you need. Please allow 72 hours for the changes to be reflected on site. Once your confirm that the price has been updated on website, please go ahead and order the necessary copies and you can change the price back again.
Minimum List Price is the lowest retail price you can set when publishing your paperback through KDP Print. You'll be charged for printing cost alone."
