Wow. You do have a serious problem if Payoneer isn't available to you. I'm not sure what to suggest. I think at one time there was a European service that was akin to Payoneer, but I can't think now what the name was.

If you don't have a bank account in a country where Amazon does direct deposit/EFT, their policy is to send a check after an author has accumulated $100 in royalties. This can take a while, and the check will be drawn in US dollars, which might be hard to cash. I have to wonder if it would even be worth it for you to publish on KDP, other than the pleasure of creating a book as good as you can make it and making it potentially available to the world (even if the world doesn't notice). I would suggest the modern mobile bank options. In Europe we have N26, I'm not sure if it's available in your country. You basically open a bank account in Germany, you receive a debit card and you control all your banking through the phone app. It's a great thing and very popular around here. I'm not from Germany, but I opened this account with no problem, but it's true, I am inside EU.
Have a look, maybe you find another similar option if this doesn't work out for you.
