This is to inform that I am new writer at Kindle, participated in the contest (pen to publish), some of my friends have posted reviews but due to technical issues they are unable to publish their reviews. I have attached the screen shot also
What should I do to resolve this issue. Kindly do the needful

To submit reviews, customers must make a minimum amount of valid debit or credit card purchases. Prime subscriptions and promotional discounts don't qualify towards the purchase minimum. For more information, see our Customer Review Guidelines. If you have another account and you have already used it to make a purchase, you can account to write a review.
As the statement you quoted clearly indicates, customers cannot post reviews until they have bought a certain amount of things from Amazon. In the US it's $50 worth. Your friends cannot post because they have not bought enough from Amazon.
In addition, be warned that if your friends do post reviews, Amazon will take them down. They do not allow friends and family to post reviews, because they cannot be objective.
The only way to "resolve" the issue is for your friends to meet the minimum qualifications of having an active Amazon account and having spent $50 on Amazon. However, that's no guarantee that, even then, your friends' reviews would be published. Amazon's bots seek out significant online connections between reviewers and writers; when found, they decline the reviews -- reviews are to help other readers, not writers, and readers are ill served by biased or sycophantic reviews.
