Annotated books

Hello, I'm an educationist since more than 2 decades. I have annotated some books from the public domain. Out of these, 29 annotated books are still unavailable in the Kindle. I have given biography, literary critique as well as questions to make these annotated books unique. Unfortunately, These books, some of which are plays of Shakespeare and other popular books are yet to be available in Kindle store. Kindly assist what I need to do at this point as I feel quite frustrated.

KDP doesn't want PD books, for the most part, so imposes strict rules on them and royalties you can receive. You need to read the help pages for the restrictions. And, yes, everything ever written by Shakespeare is already available on Amazon.
