"6. You can also publish paperbacks through KDP. KDP paperback publishing helps you publish and sell paperbacks in the US, Europe and Japan. Over the next few weeks, we are making updates that allow you to order proofs and author (wholesale) copies of your paperbacks on KDP. we'll also be adding expanded distribution in the future."

My question is WHEN? Is there a DATE for KDP authors to get author wholesale copies of our paperbacks? When in 2018?

As has been explained dozens of times in the past three weeks, KDP-Print has made author copies available only to a handful of randomly selected publishers. If the option is listed on your Bookshelf's (...) menu you have it; if not, you don't. When will it be made available generally? Don't hold your breath. Going by KDP-Print's past actions, you're looking at months, not weeks. Many months. As far as extended distr*ibution, not even on the radar scope yet. Almost two years, KDP-Print is not only still beta but still trying to do the simplest tasks that CreateSpace has been doing, and doing well, for a dozen years. Good luck.

Bruce, you will get your discounted author copies when you switch to CreateSpace.

(Don't trust KDP to publish a print edition. Don't trust CreateSpace to publish an ebook. Each does one thing well and the other thing poorly.)

A slightly different take on it...

When The Zon closes Createspace down for good. Which, I'm sure, will happen once KDP Print is up to speed and can effectively replicate everything CS is doing.

I've been moving to the spark myself, a little at a time. I joined an organization that provides it's members with a code to use the spark for free for uploads and updates on all fronts, so no worrying about the costs associated. I like the returnability that comes with that platform, but I'm just starting out with it and reserving judgement until I'm more experienced.

That makes no sense. Amazon's plan, not your post. I have yet to determine the logic in creating a new POD service when Amazon already owned a fully-functioning service proven to work. Why would they not simply integrate CS into the fold rather than offer a poor imitation?
