They said when I 1st published my book that I could buy my book for cost price (about $4), but all that I can see now is that its for sale to EVERYONE for $20.
What have I done wrong?
What should I do differently?

Is it a paperback book? If yes, did you publish at CreateSpace? If yes, go to that site and check your Bookshelf there for a purchase option.

You should have used CreateSpace.

(Don't trust KDP to publish a print edition. Don't trust CreateSpace to publish an ebook. Each does one thing well and the other thing poorly.)

You have three options:

1. Take it off KDP Print and start again with CreateSpace

2. Wait for this option to be available in KDP Print

3. Reduce the price to the minimum, buy the copies you want then put the price back up.

If you are in a hurry Option 3 is the way to go but the price won't be $4 I fear. Option 2 might be a very long wait. Option 1 is the preferred way for most on here. :)

"They" wrote that that option was being implemented, and eventually it probably will be. Currently it's a beta aspect of a program that is itself beta (after 18 months) offered to a randomly selected few.
What have I done wrong?
You chose KDP-Print without investigating all its aspects; even a casual perusal of this forum would have told you that the aspect you consider important is not available -- your exact question has been asked a dozen times this week alone, countless times over the past 18 months.
What should I do differently?
Your only choices are to wait until at-cost books become available in KDP-Print or to migrate to CreateSpace, where what you require has been available for more than a decade.
