You're charged because what you're doing is giving money to the recipient.

As you mentioned, the person receiving the gift doesn't have to use it as intended (to buy your book).

It's not going to show as a sale unless they actually use it to purchase your book, so there won't be a refund to show either - unless they use it to buy your book and then ask for a refund.

Think of it as more like going into to a book shop and buying a book token, which you then give to your friend with your fingers crossed that he'll return to the shop and spend it on your book.
