here's how I know my story is good enough to be published. I will read a chapter from a book of the same genre as mine, then switch and read a chapter from mine. I will do that for 2 or 3 times, and I know that mine is ready when it sounds as good as the genre chapters.
If it doesn't sound as good, then I will do another re write. In otherwords, voice is very important in your work. When the voice of your story is as good as the genre chapters, you know you are ready.
This does not mean copying one word from the book you are comparing to. Not one word. Just listening to the voice.
